He did his M A from Jawaharlal Nehru University, Delhi. He worked in State Bank of Hyderabad before joining Manipur Civil Service. He had held several charges like Sub-Divisional Officer/Block Development Officer, Nungba, Assistant Chief Electoral Officer, Manipur, Joint Chief Electoral Officer, Manipur, Under Secretary/Deputy Secretary/Joint Secretary to Government of Manipur, Addl. While serving as Joint Chief Electoral Officer, Manipur, he was a member of a 2 Member Team sent by the Election Commission of India to Namibia in 2013 to give training on EVM to Namibian election officials.
